From an email correspondence or at an initial site meeting* I would be able to suggest if your proposed ideas would require planning permission or if it falls under Permitted Development.
Definitely not Permitted Development
While some projects may qualify under Permitted Development rights, applying for a Lawful Development Certificate is strongly recommended. This certificate provides legal certainty and can prevent potential issues, for example – if you decided to sell the property at a later date.
The need for planning consent will vary depending on the site and local context – is the property in a Conservation Area and does it have an Article 4 direction in place, is it a listed building, is it a flat or are there restrictive conditions from a covenant or a previous planning consent.
If you propose changes to a listed building you will require Listed Building Consent in addition to any planning permission.
Following a design process or evaluation of your proposal, I would submit the relevant application to the Local Planning Authority on your behalf, including all necessary plans, supporting documents (such as a Design & Access or Heritage Statement) and reports, and liaise with the planners, responding to queries, throughout the determination process.
